elpa-f software package provides modern API for working with files and directories in Emacs Lisp, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install elpa-f
elpa-f is installed in your system.
Make ensure the elpa-f package were installed using the commands given below,
$ sudo dpkg-query -l | grep elpa-f *
You will get with elpa-f package name, version, architecture and description in a table
